Sometimes an idea may have been proposed before. Its usually best not to ‘duplicate’ and repeat the process because the previous proposal may have been successful, or unsuccesful, and people may have spent time working on improvements and suggestions.

Edit If your idea is similar (a duplicate) you can edit your idea to be slightly different version from the original. 

Collaborate If the similar idea is active in the system you can collaborate with its author to help make improvements and suggestions. If the Idea is Archived, Accepted, Declined or Implemented, you can see what happened and why.
